3E teams consist of professionals with high academic degrees, and years of experience in domestic and international energy industries and consulting business. 3E President Huaibin Lu worked many years in the Chinese energy sector, serving as Planning Manager for China National Offshore Oil Corporation, Manager of Finance to the Shell Guangdong Petrochemical Joint Venture, before joining Cambridge Energy Research Associates (CERA) as Associate Director, Asia Pacific Energy in the United States in 1994.
3E is headquartered in Beijing, and has established an overseas office in Boston, the United Sates.
3E ran the Beijing Oil Forum—China Energy Policy and Oil Strategy in the early 21st Century for the State Economic and Trade Commission in 2001, a major international executive conference; organized the 2002 China Oil Forum—How Will WTO Transform the Chinese Market and Challenge Individual Players in Guangzhou, and the Post-WTO China Oil and Gas Seminar / Roundtable in Houston in 2002; held the Post-WTO China Regulatory Change Training Class in 2003; and most recently opened the 2004 China Oil Market Seminar in Beijing in February 2004.
